Regulators at the Arizona Corporation Commission say they must balance keeping power reliable with keeping it affordable, acknowledging public anger over the size of the proposed increase. About a dozen people spoke at the latest meeting, urging officials to reject or reduce the hike and highlighting how extreme heat and rising costs are converging on vulnerable customers.
